Mark spec sentences as TCK-relevant (1.0 assertions)

Description

In order to generate the TCK audit file, the TCK-relevant sentences in the spec must be tagged using the role attribute with values tck-testable, tck-not-testable and tck-needs-update. This issue targets the existing assertions from BV 1.0.
