Add OSGi headers in the reference implementation

Description

while the spec won't mention OSGi specifically, we could have the RI incl the javax.validation package be friendly towards OSGi and even include the headers

This must be driven by the community.

The RI already contains an OSGi manifest, so this needs only to be added to the spec JAR.
