Drop TeradataDialect

Description

As part of the relicensing effort we have reached out the authors of the TeradataDialect about their permission to relicense their work. We have not heard back.

Therefore we should drop TeradataDialect and related code.

I have also reached out to Teradata “directly”. It’s likely they own copyright anyway. Let’s see if they respond.
