Move LazyValidatorFactory into org.hibernate.validator.engine

Description

This class does not belong into the util package and also created an unnecessary package cycle.
According to the classes docs it is used in JBoss AS 6. A move must be synced with the AS.

Obsolete since LazyValidatorFactory is going to be removed in HV 5.

I guess this is obsolete now that we have deprecated LazyValidatorFactory?

Aligning this change with the release of a BV 1.1 compliant version which will also introduce other package refactorings.
