Add section on public API and it's changes to the reference guide

Description

The reference guide should make clear, which HV packages are public and which ones not. Also some rules for evolvement of the public packages should be specified.

The packages comprising the programmatic configuration API should be part of the generated OSGi manifest.

This is a follow-up to HV-310.

I've split this issue in two. This issue is now related to the new section in the reference guide (public API) and https://hibernate.atlassian.net/browse/HV-475#icft=HV-475 to the OSGi manifest.

Gunnar, I think you've thought about that winking face

  • org.hibernate.validator.method and org.hibernate.validator.method.metadata should be part of the HV public packages.

I think the following things should be added to the OSGI manifest:

  • org.hibernate.validator.group should be part of the HV public packages

  • org.joda.time.* should be added as an imported package with optional resolution

Ok, then let's focus in this issue on the OSGi manifest and a section for the reference guide describing HV's public packages and the policies for their development. I'll remove the section "section-api-changes" from publicapi.xml, as this will be provided https://hibernate.atlassian.net/browse/HV-423#icft=HV-423 in some way.
