ValidatorFactoryBean should use default BV provider

Description

The PE's ValidatorFactoryBean always uses Hibernate Validator as BV provider, but it should actually use the default provider as potentially be configured in META-INF/validation.xml.

After discussion with Jozef I've created WFLY-2762 which might be a bug preventing us from delivering a fix for this issue.

We need to be careful with the qualifiers, though. The HV qualifier may only be added if it actually is the HV provider.
